Yes. In Victoria, any work on framing, insulation, plumbing, electrical, HVAC, or adding/removing walls needs permits. Finishing a basement almost always hits one or more of these. We handle all permit applications and inspections.
Most projects range from $35,000 to $120,000. Factors that drive cost: foundation issues, waterproofing, adding a bathroom, or major plumbing/electrical reroutes. You’ll also need to meet SRC Chapter 3 (minimum ceiling height) and Chapter 31 (Basement Egress).
Average job is 6–10 weeks, including demo, rough-ins, inspections, and finish work. If floor height needs to be lowered or beams added, it can extend another 2–3 weeks depending on permit and engineering timelines. However, permitting, drafting and all pre-construction planning migh also take a few weeks
Yes, if it meets the following for Victoria, BC: Ceiling height: minimum 2.0 m clear (about 6'7") per BC Building Code Emergency egress: per BCBC bedroom and suite egress rules Fire separation: per BCBC requirements for secondary suites Insulation and moisture control: per BC Energy Step Code and BCBC Part 9 You also need a separate entrance and must meet City of Victoria zoning for suites. We will confirm all of this during your estimate.
Basement Remodels in Victoria, BC — overview and permits
Thinking about finishing your basement? Good plan. Extra living space helps a lot in Victoria homes.
We handle design, drawings, and permits. Building and plumbing go through the City of Victoria. Electrical goes through Technical Safety BC. Work is built to the BC Building Code, the Canadian Electrical Code, and local bylaws. Costs vary by scope. Simple refreshes can start around 20k. Suites, baths, and layout changes cost more. We keep the scope clear so you know where the money goes.
Framing and insulation
We frame with 2x4 at 16" o.c., pressure-treated bottom plates, and sill seal on the slab. That stops wicking and drafts.
Exterior and foundation walls get proper insulation. Mineral wool or rigid foam works well here. Target R-14 to R-20 in walls, higher at rim joists. Seal gaps. Air leaks cause cold spots and moisture.
If water has been an issue, we fix the source before finishing. Perimeter drains, sump, or crack repair as needed.
Waterproofing and drywall
Wet areas need real protection. We use membranes and cement backer in showers and around tubs.
For general walls and ceilings, use moisture-resistant board where required. Tape, bed, and seal joints tight. Basements stay healthier when surfaces can dry and breathe.
Plumbing and electrical
New fixtures get venting and slope to the BC Plumbing Code. We use copper or PEX approved in BC.
Circuits are sized to load. GFCI and AFCI are installed where required. We add dedicated runs for laundry, heaters, or a kitchenette. If your panel is maxed out, we plan a subpanel or service upgrade. Licensed trades do the work and meet the inspector on site.
Lighting matters in basements. We like IC-rated LED fixtures on dimmers. Low-VOC paints help with air quality and clean up well.
Flooring, egress, and final checks
LVP works well over concrete and handles minor moisture. Tile and carpet are options too with the right underlayment.
Bedrooms need egress that meets BCBC. That means a clear opening large enough to exit, within the height limits, and operable without tools. Below grade needs a proper window well with the right clearances.
We walk the job daily. If something isn’t right, we correct it before moving on. Inspections are booked on time. You get updates at each step.
